I have tried the following

display -display :0
display -display localhost:0
display -display blackcat:0
display -display 192.168.1.199:0

All fail with the same error message - unable to open X server.

Cygwin's xeyes works with no problems:

$ export DISPLAY=localhost:0
$ xeyes
