The '%' can actually be anywhere (except in the middle of a number)
It is just a flag to the operator that uses the argument. It can in
fact ignore it or always apply a percentage if that is the logical thing
to do.
Simularly about whether the values are treated as integers or floats.
It is operator dependant, as to how the values are used, and what flags
it understands.
