You have a multi-frame file from what identify shows. So you should be able to convert it into each frame.
Usually IM will create the files even if it finds some field in the tiff file it does not understand as it appears to have. Look to see if the page_1.png was created and can be viewed/displayed either in IM or in some other app. As you are on a Mac, try Preview. If you are on a Mac, as I am, I have found that Preview will let you view each page of a multiframe image. I cannot say for sure about this FAX tiff file. But you can try it. Open the file in Preview, then open the drawer on the Preview window. The image shown there should show the number of pages/frames in the lower right corner and have a black triangle on its left side. Click the black triangle and all the frame images should list down from the drawer as icons. You can then click on each one or use the arrow keys on your keyboard to sequence through them.
