Resize the larger image to the smaller, then compare.
The error should be reasonably low.


Usally basic comparisions are done with very small thumbnail images.
However it is sensitive to the additions of frames, and or cropping
of one of the images.



It is also difficult to locate images which are at the same scale but
just in different positions within the image.  The only solution I can
see for this is to compare an images fourier transform.  A fourier
transform comparision is position independant, but not size nor rotation
dependant.

In fact fouier transforms allow you to detect small copies of images
within larger images.


Fourier Transforms are a current work in development, though I have no
idea on what stage it is at, or if it is availabel for general use as
yet.
