"ralcgm" is the delegate program used to convert your cgm file into a postscript file. Apparently it failed to work. Try running it by itself, maybe it will give more information.
ralcgm -d ps foo.cgm foo.ps If you don't have ralcgm on your system, then that is what is wrong.
