Not usually.  The smaller image has less information, and enlarging
generally makes the resulting image either blocky (scaled) or fuzzy
(resized).   You are always better to resize smaller if possible.

However if you want to experiment.  you can resize (maybe even sharpen)
BOTH images to the same size, then 'blend' or average the two images
together.
