As of the VERY VERY VERY lastest IM (I only added it two weeks ago)
you can do variably mapped blurs, which is how photoshop does it!

for the details of operator.  This not only does circular blurs, but
angled elliptical blurs, for various motion effects.

I have not implemented variable angled blurs, mostly as I have not
figured out how to implement a user interface for that, rather than
any specific problem with doing this.

for an example of using it to achieve a tilt-shift effect.
