Sorry this is not clear to me what you want to do. What part is to be 
white and what part is to be yellow? Is that top/bottom or 
left/right? And which half white and which half yellow?  The answer 
will depend upon what you want.

If you want that top/bottom, then you need to create the 36x35 block 
first and then append to your image.

convert \( -size 18x35 xc:white xc:yellow -append) image.gif +swap 
+append result.gif

If you want it left/right, then you just need to set the background 
and splice on new color

convert image.gif -gravity east -background white -splice 18x0 
-background yellow -splice 18x0 result.gif
