The simplest possible command would just be

convert -colorspace RGB test.pcd test.jpg

The option "-colorspace RGB" has to be added in order to get the colors 
right.

This would however result in a low-resolution JPEG, as PCD is a 
multi-layer format with several resolutions. The highest resolution 
(3072 x 2048) is in layer five, such that the command is:

convert -colorspace RGB test.pcd[5] test.jpg

If you want to do batch processing of files, use your operating system's 
command for this, as demonstrated for Windows at 
http://www.imagemagick.org/Usage/windows
