I know. I was the one who wrote the patch to call (server-running-p)
before (server-start) in the first place due to this problem. However, I
don't care about Emacs 22, though I do understand that backwards
compatibility is a worthy goal.

I'd really prefer this option. We already do that in other places, and
starting it unconditionally lead to the question "the server is already
running; do you want to restart it?" or something like that. Another
reason why I used server-running-p.

Just my 2c. Like I said, I don't care enough about Emacs 22 one way or
the other as long as the version for >= 23 keeps checking
server-running-p.
