No, 'next' will just be an integration branch for topics that will live for a while in their own topic branch anyway, so that probably nothing will ever be merged directly into 'next'. Requests should be submitted against 'master' (or 'maint' if the purpose of the patch clearly belongs there), and they'll be re-routed correctly (or merged directly if obviously correct).
