Bug description:
(1) The install fails with the whirly thing on "core", saying "You must enable
javascript to perform an install or upgrade." even if JS is enabled (I tried
Firefox, Chrome and IE7
(2) It may not be possible, but I suggest requiring admin login to upgrade.
