No error on unsupported file type uploads

Bug description:
Mahara 1.3.3, Ubuntu 64 Bit OS, Firefox and Chrome
When uploading unsupported file types the upload icon just spins and spins
forever without telling the user the the file he/she is trying to upload is not
supported. Better to have an error message.
