Given that this seems to be a browser caching issue, I'm not sure
there's a lot we can do.

File download name is not updated when name changed

Bug description:
If you upload a file to your personal or group file folder, then
download the file, if you then edit the File Name, and re-download the
file, the name of the downloaded file is not updated to the new File
Name. The File downloads as the original file name. If you go to your
browser settings > Clear Cache, then the new File Name is used when
you download.
Steps to reproduce
1. Upload file to personal/group files folder (eg file1.doc)
2. Download the file from the link in the My Files page (downloads as
file1.doc)
3. Click Edit on the file and change the Name (eg file2.doc)
4. Download the file again from the link in the My Files page (downloads as
file1.doc)
5. Go to browser settings > Clear Cache
6. Download the file again (downloads as file2.doc)
System Information
Mahara Version 1.3.5
XAMPP Server running on Windows 7
Browsers: IE8, Chrome 10.0.648, Firefox 3.6.3
