Create iframe filter for WikiEducator content

Bug description:
It would be good to have a filter for WikiEducator iframes (once their
iFrame syntax is fully developed) to allow users to integrate
WikiEducator pages into their portfolios.
This thought came about through the proof of concept that WikiEducator
pages can be included in other online systems:
