This is like bug #548089 but within a single institution.

** Description changed:

  Currently, there is no easy way for an institution admin to send a
  message to all members. They would have to create a controlled
  membership group and use a forum. However, then managing members becomes
  difficult as new ones have to be added and old ones removed manually.
  
  The institution admin should have the possibility to send a message to
  all members.

- all users of the site, e.g. for important information like "site is
- unavailable from ... to ..."
