Title: Validate email addresses in user csv upload Status in Mahara ePortfolio: Fix Committed Bug description: CSV upload shouldn't allow email addresses that PHPMailer isn't going to be able to send new account emails to anyway. It's better to validate the addresses when the csv file is uploaded, before we attempt to use them.
