This is speedy for me on my local dev instance running master. Is this
still an issue for you?
It could be a server issue, do you have any other slow parts to the
site?
What version of mahara are you currently running, and what
types/versions of your webserver are you using? Also php version?

Adding a user to an institution here admin/users/edit.php?id=X is very slow
and produces no success message. Checking with a second browser confirms that
the user is added to the institution very quickly, even while the first browser
is still spinning (usually 2 minutes or so). Not sure if a bug but don't think
its a poorly configured server either.
