Hi Dirk,

I revisited this and actually the force password change is set
automatically when you create a new user manually one at a time. It's
just that the checkbox is not there as that is part of the process. As
the password is sent via email, the user should definitely change the
password upon first login. Thus, I would say that this doesn't require a
bug fix.

Bug description:
  It would be great if there was a check box allowing for 'Force
  password change on next logon' for accounts that were newly created by
  admins. Similar to what is already there under
  /admin/users/edit.php?id=xxx
