Improve wording around page submission info in group

Bug description:
The help text for the group setting "Allows submissions" doesn't quite
tell the group admin what happens if submissions are turned on thus
accidentally setting this feature.
A new language string is being created. At the same time "Allows
submissions" becomes "Allow submissions", but this is a minor lang
string fix and doesn't require a string change.
