I can't comment on gerrit yet, but I thought I'd second what Francois
said in 2011. There's a growing school of thought about passwords that
as an alternative to forcing people to enter strings with lowercase,
capitals, numbers, and punctuation marks, you should allow people to
enter very long strings of dictionary words. See

  implement a "password strength" meter that shows strength of password

Bug description:
  This is for when users are changing password/admins setting password
  first time, etc.

  Having a pretty meter next to it showing how "strong" the password is
  would be pretty cool
