Users of suspended institutions still can login

Version: master
Platform: Ubuntu, apache2, php5, postgres
Browser: Chrome, FF
Assumptions:
- User A only belongs to the institution X (using an authentication method:
X:internal)
- X has been suspended by site admins
Actions:
- User A login using X:internal
Expected results:
- A message about refusing user A to login
Actual results
- User A get a message but can access different parts (see the attached
image)
