Can't replicate in Chromium and 1.8. Downgrading to 1.7, since that was
the last version this was confirmed in, and marking status as
Incomplete.

can't upload file in in gallery artefact when license acceptance is
needed

Bug description:
When I create a page with an artefact ("Files to Download"), I can't
upload a new file when a license is needed to be accepted. This only
happens on chrome, firefox is fine.
What happens is the browse button stays greyed out
