As this has been the functionality of mahara since July 2009 I would see
this as the correct way of doing things rather than being a bug. So will
close ticket

Seems to be because of this commit
421ad03e0632b18cae4656347cc56f21277f9939
Basically if there is only one institution other than "No institution"
(or mahara), then join automatically, otherwise send a request.
