Javascript issues on /admin/users/institutionusers.php

Browser: non-javascript
Issues:
1. Changing the drop-down list 'Users to display' does not work
2. List of users is empty
3. Buttons '>' '<' don't work
4. if the user is admin of several institutions, a drop-down list of
institutions should show up
5. Search form does not work
