This issue has been fixed in 1.8 and master.
When you edit a tag and change it to an existing one, no error will
occur. All artefacts associated to the tag will be linked to the
existing one.

tested on demo.mahara.org (1.5)
When you edit a tag and give it the same name as an existing one, you
only get the generic error:
Mahara: Site unavailable
A nonrecoverable error occured. This probably means you have encountered a
bug in the system.
It would be better to give it a more specific error, like:
This tag already exists. Please choose a different one.
