I got the same problem with forum email notifications when I upgraded Mahara (1.3.3 -> 1.8.0). Additional I installed the German language pack of mahara 1.8.0 in /maharadata/langpacks/de.utf8. The old language pack remained in the same folder and was renamed: /maharadata/langpacks/de.utf8-1.3.3. After deleting the old German language pack in /maharadata/langpacks/ the email notification of forum worked fine again. I suppose the old language pack caused the problem.
