Expanders in forms should use focus management

Bug description:
When a form uses fieldsets, sometimes the fieldset is collapsed so that only
the legend is showing (eg. on view/sharedviews.php)
The expander can be toggled using the keyboard but screen readers give no
feedback when it's been opened.
To fix this, the expander should set focus to either its first focusable
child or a hidden element inside the expander with some explanatory text.
