Popup close buttons should have better alt text

Bug description:
When a help popup is opened the alt text for the close button image is 'X'
This should be changed to something more descriptive, like "Close" so that
screen reader users know what the button does. Ideally the tag should also be
changed from <a> to <button>
Affects latest master
(WCAG Level A)
