Since the fix for Bug #1262483 sets aria-live (and role=alert) on the
error region, this is no longer necessary

Focus should be set to the error message if there are form errors

Bug description:
It is not immediately obvious to screen reader users if a form has been
rejected due to errors.
To make this more accessible, focus should be set to the form error message
(on page load) if one exists.
Affects latest master (using Orca 3.4.2)
