Description of dual listbox (in Admin) is unclear to screen reader
users

Bug description:
In pages such as /admin/users/staff.php and /admin/users/admins.php the
description talks about one list being on the left and one on the right.
However, the lists do not necessarily appear beside each other for people using
screen readers.
The text should be changed to read "first" and "second" or similar, so it no
longer relies on the visual position of the lists.
Affects latest master
