Set focus to new row when adding a group category

Bug description:
In Administration -> Groups -> Group categories, categories are added
using JavaScript which means screen reader users have no indication of
when a category has been successfully added. To fix this, when a
category is added focus should be set to the Edit button of the newly
added category.
