Skin edit form should use responsive tabs

Bug description:
In most places around the site the tabs collapse when the viewport width is
too low to show all of them. This isn't the case in the Skins form.
profile.js already contains an implementation of this, so this could either
be copied or (my preference) refactored into a standalone 'JS tabs' component
