skins csstidy stripping out valid css

Bug description:
The advanced css field uses csstidy to clean up the code.
But it strips out some valid css, eg:
background: rgba(222,200,200,0.7);
The csstidy looks to be oldish - so we might need a newer version (or
compatible) to do the cleaning to deal with more modern css options.
