Dashboard info (Create and Collect, ...) is hard to understand when
using a screen reader

Bug description:
The large info section on the Dashboard (Create and Collect, Organise, Share
and Network) is hard to navigate using a screen reader because of the
complexity of the section.
- All images need appropriate alt text
- The HTML structure should be simplified so that links are easier to
understand. Currently it's hard to figure out what's plaintext and what the
links do since there are so many one-word elements (in Create and Collect and
Share and Network). It would be helpful if these could be merged so that each
icon (with its text) is a single link.
Fixing one problem or the other may be enough - alt text for the
images would help understanding, or if the images and text are bundled
into one link then alt text becomes unnecessary.
Affects latest master (using Orca 3.4.2)
