Improve lang strings for Cookie Consent

Bug description:
Improve some wording for the Cookie Consent plugin.
Conventions I left in place:
1. Cookie Consent is always capitalized as it is a proper name.
2. Lang strings that do not alter the translation did not receive new string
IDs.
3. Lang strings that did alter the meaning or text for translations did get
new string IDs.
