Some edit buttons come before the item title in the tabbing order

Bug description:
On some pages, such as Portfolio -> Pages, there is a list of content with
edit buttons on the right where the edit buttons come before the title of each
item in the HTML (and therefore in the tab order). This is confusing for people
using the keyboard, especially screen reader users, since logically the focus
ought to go Item title -> Edit buttons.
The affected pages need to be rearranged so the focus follows a logical path
when tabbing through the page.
