File browser tabs should be made accessible

Bug description:
When placing a block which can include files on a page, the file browser has
tabs "My files", "Group files", etc.
These need to have the same (tab) and (tab selected) hidden text that in-page
tabs do, and should use focus management to alert screen reader users to the
fact that the tab has changed.
Affects latest master
(WCAG Level A)
