I was able to read the user options with orca screenreader version 3.4.2
and using the arrow keys. I do note that hitting the up arrow key when
on a user option it will read out the line with the logo/search box
rather than the line with the user options but the left/right arrow keys
allow me to read the options out fine.

So I will mark this one as invalid as it sounds to be accessible now.

Title:
User options cannot be accessed by Orca screen reader using the arrow
keys, but can when using tab

Status in Mahara ePortfolio:
  Invalid

Bug description:
When moving through any page (when logged in) with a screen reader,
the user options at the top right (username, Settings, Inbox, Logout)
are never read out when using the arrow keys to navigate. However,
they are found and are read out in the correct order when using the
tab key. Therefore, screen reader users may not be able to find the
link to log out (for example) without significant effort.

Affects latest master (using Orca 3.4.2)

  (WCAG Level A)
