Mahara 1.8 German langpack not updating

Bug description:
Ralf Hilgenstock contacted me on mahara.org to let me know that the
Mahara 1.8 German langpack isn't updating, although interestingly the
"master" langpack is updating correctly.
Anyway, we've had problems before with the script not updating the
langpacks, and it looks like we've got problems again.
