Title: Have the configurable theme also available for "No institution" Status in Mahara ePortfolio: Triaged Bug description: The configurable theme can only be used within an institution, but not for an entire site yet. "No institution" should be able to use it so that a site that consists only of 1 institution can benefit from the configurable theme. That includes also the logo upload via the admin interface.
