Title: API for shortcut blocks Status in Mahara ePortfolio: Fix Committed Bug description: As part of Bug #1181010 we put the "text" and "image" blocks on the top of the block picker for easy access. But, we actually just hard- coded them in there. It'd be better if we did this via an API. I propose adding a blocktype category "shortcut", for the blocks that go on the top of the block picker.
