Change readonly checkboxes on the webservices configuration page to be
tick/cross icons

Bug description:
As the editing of the enabled status can't be done from this screen
then it would be better if the checkboxes were replaced by tick and
cross icon images as checkboxes tend to indicate the ability for
interaction rather than just displaying state/status of something.
