The forum management is flexible to allow group admins / moderators to
prevent regular users from posting to a topic. Additionally, groups can
have an editability period beyond which regular group members cannot
edit forum posts anymore.
This doesn't involve sub groups, but that is a different kettle of
fish...

forums read and write access - sub groups

Bug description:
every one in the network can add topic to any forums, there might be
some places where not everyone can write or read.
this request can be split into two:
1- give write access to non moderators in the groups
2- create subgroups in the same group and give it some access like "delete,
edit, read, write...etc"
