"Administer Groups" page should have links to the groups

Bug description:
affects all Mahara versions
The "Administer groups" page in the site admin area
(/admin/groups/groups.php) should link the group titles to the groups
so that they can be identified uniquely. Some group names may be very
similar and then the admin needs to be able to check easily which
group should be dealt with. Though he cannot see any group content
unless he's a member, sometimes being able to access the group
homepage and read the group description would already be enough.
