  Configuration options for "Latest pages" block

Bug description:
  Suggestion:

  - Give the "Latest pages" block an institution setting similar to "Online 
users" where the institution admin can choose whether to display them of all 
users, only pages from the institution(s) the user belongs to or none at all. 
(see below)
  - I think a second config setting for a user's personal block setting would 
be good as well if they can see all pages to limit them to their institution's 
pages and / or friends (it should be a multi-select). The user doesn't need a 
"none" option because they can simply delete the block.

  Background from a user on MyPortfolio:
  "How about a 'shared pages' block to go on the dashboard with latest pages 
and My pages? if there could be an option to view only the pages shared among 
an institution that would be useful too - students get confused with the large 
numbers of pages in the current 'shared pages' section.

  'Lastest pages' confuses students as well and raises angst about
  privacy - 'how come I can see my page in my 'latest pages' list when I
  haven't shared it with anybody!?

  Or maybe for 'latest pages' have an option that lets you select 'my
  institution only' at admin level (just like the Online Users option
  lets you select 'my institution only')."
