I have installed all 3 language packs. But it seems like I should be able to add Site Pages and Menu links based on language. For example, we can currently add content to "Home" and "Logged out Home"... perhaps "French Home" and "French Logged out Home" (or whatever language) could also be options, enabling admins to add 2nd language welcome text on those pages.
