Lost username / password doesn't recgonise admin users email address

Bug description:
When entering the admins email address in the lost username / password form
it throws and error.
The error says : The email address or username you entered does not match any
users for this site.
Browser: Mozilla Firefox 32.0.3
Mahara Version: 1.10 RC1
Database: (PostgreSQL) 9.3.5
OS: Linux Ubuntu 14.04
