Title:
  Some webservice functions have the wrong explanatory comments

Status in Mahara ePortfolio:
  In Progress

Bug description:
  It looks as though a function has been copied and pasted in a few
  places and tweaked to suit new role but the explanatory comment hasn't
  been updated for the new copy of the function.

  Will need to go through and check that the explanatory comments match
  what the function says it does, eg check that the variables listed in
  comment match what the function actually accepts, or that it returns
  what the comment says it returns etc.
