Mahara has the ability to use the same physical file (in the filesystem) for multiple different "file" artefacts in Mahara. We use this to save filesystem space when you copy a page.
The only problem is, whose file quota would the file count against, in this scenario? We wouldn't want to count it against the original user's file quota, because they deleted the file from their file area. So would be a matter of checking when removing a user if they have any files being used as embedded images and then copying the files and updating the url to point to new one.
